Osmanlı İmparatorluğu bürokrat ve şairlerinin XVI. yüzyılda en önde gelenidir. Kanuni'yi saltanatı süresince en çok memnun eden işlerden biri Baki gibi bir kabiliyeti keşfetmiş olmasıydı. Baki, Ziya Paşa'nın Harabat'ında ilk yenilikçi olarak nitelendirilir, Muallim Naci'ye göre milletin lisan muallimi, Recaizade'nin şiir terazisinde Osmanlı şuarasının Hafız-ı Şirazi'si, Tanpınar'ın gözünde ise mahir bir şiir işçisidir.
